MICHAEL ARANDA, DIVISION CHIEF, LASD, Ret: Chief Aranda is a forty year veteran of the L.A. Co. Sheriff’s Dept. As commander of one of the Sheriff’s busiest stations, then Captain Aranda administered a highly successful “Target Oriented Policing Program.” Chief Aranda recognized the comprehensive approach needed to create a truly successful and sustained effort. The result was a demonstrable improvement in the jurisdictions crime rate.
Chief Aranda enjoyed an exceptional career with the Los Angeles County Sheriffs’ Department and has excelled in many diverse assignments. He holds a Bachelor of Arts Degree in English from California State University, Fullerton and is on staff as an Adjunct Professor of English at Antelope Valley College.
BERNSEN, RODERICK, SGT., LAPD RET. – Talk show host for KFI AM 640 Radio, Los Angeles, CA. Former Correspondent, FOX News Service. During the course of 12 yrs with FOX News, Rod was honored with an Emmy in the category of Crime and Social Issues and a Golden Mike Award for live riot coverage in Los Angeles. Rod is a former Adjunct Professor at the School of Journalism, Public Relations in the Government Sector at the University of Southern California. He has also instructed at Calif. P.O.S.T. and the F.B.I. Academy in Quantico, VA.
COMMANDER BROWN, BARON K., U.S. COAST GUARD RESERVE : Baron has over twenty years of law enforcement and military experience. He remains with the U.S Coast Guard Reserve and is currently the Senior Reserve Officer for the Integrated Support Command, Alameda, California. His law enforcement experience includes twenty years with the Los Angeles County Sheriff’s Department. There he had ten years supervisory experience including stints in training, patrol, custody, investigations and risk analysis. Commander Brown’s military experience includes the position of Department Head with the Joint U.S. Navy and Coast Guard, Anti-Terrorism/Force Protection and Intelligence Department and other diverse administrative positions.
Commander Brown is Lead Faculty for the Administration of Justice Program at Chaffey College, Rancho Cucamonga, CA. He holds a Master’s Degree in Public Administration, University of La Verne, La Verne, CA, and a Bachelor’s Degree in Public Administration-Criminal Justice, CSU Dominguez Hills, CA, and is a Ph.D. Candidate at North Central University, Prescott, AZ.
Commander Brown’s cumulative background of law enforcement, military leadership and academic proficiency has served him well as a professor and speaker on issues of Public Policy, the Criminal Justice system, Leadership and Management. He is a welcome addition to the CTCS menu for specialized training.
TOMMY CARTER, SGT. LASD – Tommy is a 30 year law enforcement veteran and has extensive experience with long term covert operations and other innovative police operations. He is valued for his knowledge and technical experience with electronic surveillance.

LASD: A 22 year veteran of the Los Angeles County Sheriff’s Department, Sergeant Harry Drucker has served more than half of his law enforcement career as a hostage/crisis negotiator. Now serving as one of the Department’s negotiation team leaders, Sergeant Drucker has responded to hundreds of barricaded suspect and hostage situations across over 4,000 square miles of Los Angeles County. Sergeant Drucker has instructed thousands of hostage negotiators across the United States and Canada.
JAMES C. GILLEY, FORMER CITY MANAGER, CITY OF LANCASTER, CA – President, The Gilley Group, Municipal Consultancy. Jim worked twenty highly successful years as the City Manager for Lancaster California. He came to Lancaster with administrative police experience from the Simi Valley Police Department. Under his leadership, public safety was a true priority. His openness to special operations targeting recognized problems was critical to Lancaster’s leading edge approach to the improvement of quality of life issues for its residents.
MR. LARRY GROOMS:Mr. Grooms is a career communicator, with more than 30 years experience with newspapers, the electronic media and in public relations. He was the editor in chief of the Antelope Valley Press in Southern California for over a decade, hosted news and opinion shows on cable television and was co-owner of a public relations and advertising agency.
Mr. Grooms earned his bachelor’s degree in organizational behavior from the University of San Francisco and then began his career as a beat reporter on the Gulf Coast. He has covered public safety and criminal justice issues throughout his career. He currently serves as a staff member of a California State legislator.
WENDY R. HARN, ASSISTANT DIRECTOR, MANAGEMENT INFO. SERVICES, LASD – Ms. Harn is a twenty five year veteran of the LASD, serving as that agency’s chief crime analyst since 1985. She is a recognized expert in her field and has lectured at the F.B.I. Academy and many other venues.
AVRUM HARRIS Esq., DEP. PUB. DEF. L.A. CO. – Avrum is an accomplished and highly regarded attorney with over twenty-five year’s experience. He has been in private practice and served as both prosecutor and defense attorney. He has taught Administration of Justice courses in the Calif. State College system. He is past president of the local Criminal Defense Bar Association and is the current Vice President of the Antelope Valley Bar Association. Avrum serves on the advisory boards for local high schools and college Law and Government Committees.
DORA DEE JENNINGS, TSGT, TN NATIONAL GUARD COUNTER DRUG TASK FORCE: TSgt Jennings is an Intelligence Analyst for the Tennessee National Guard Counter Drug Task Force. She is assigned to the Appalachia High Intensity Drug Trafficking Areas (AHIDTA). She provides analytical support to Federal, State and Local Law Enforcement Agencies. She received an Associate of Science degree from Roane State Community College and an Associate of Applied Science in Information Systems Technology from the Community College of the Air Force.
She has served in the Air National Guard for 18 years and has deployed to the Middle East 3 times, in support of the War on Terrorism. TSgt Jennings was selected as Non-Commissioned Officer of the year in 1999. She was selected as Intelligence Analyst of the year for the state of Tennessee in 2007 and received National recognition for intelligence support in 2008.
DETECTIVE GREG KELLY is a 16-year veteran of the LA Co Sheriff's Department. He has worked several special team assignments and currently works as a General Assignment Detective specializing in vandalism and graffiti. He worked as a team leader of an 8-person special team designed to tackle special projects within the local community where he gained his expertise in the field of vandalism and graffiti. Kelly uses the newest technology to compile and track vandalism and graffiti resulting in extensive investigations targeting taggers and gang members.
LT. RICK KO, FRESNO CO SHERIFF’S DEPARTMENT: His 22 years of law enforcement experience includes assignments as an undercover detective on a stolen property team, and as an undercover vice detective. He has served as a supervisor for a street narcotics unit and of a vice/intelligence unit. He is past president and national training director for the Western States Vice Investigators Association.
PAUL E. MYRON, UNDERSHERIFF, LASD RET – Undersheriff Myron enjoyed a highly successful and diverse career with the L.A. Co. Sheriff’s Dept., retiring in 2000. He demonstrated strong leadership and executive level courage as Chief of the Sheriff’s Field Operations, Region I. He authorized, counseled and provided the resources necessary for a sustained target oriented approach to law enforcement. His understanding of the need for a comprehensive team effort, including an aggressive covert operations segment, played a major role in the success of Lancaster’s approach to Target Oriented Policing. His insight into executive level concerns for such an approach will be a highlight of this seminar.
DR. DONALD RANISH, PhD: Dr Ranish is a professor of political science and law at Antelope Valley College, Lancaster, California. He has taught courses in American politics, judicial process and legal systems and criminal justice for more than thirty years. Dr. Ranish was also the director of the administration of justice program for six years. He has lectured and presented papers at conferences in the United States, Europe, the Middle East, Asia and Australia and New Zealand on American government, public opinion, comparative judicial systems, constitutional law and victimology. He has presented papers at the Academy of Criminal Justice Sciences, the American Society of Criminology, the American Sociological Association, the Society for the Study of Social Problems and the World Society of Victimology. He is a Fulbright Scholar and taught at the School of Law of Kyung Hee University in Seoul, Korea. He was also a 1996 summer fellow at the United States Institute of Peace in Washington, D.C. where he worked on issues of conflict resolution and consensus building. He holds a Ph.D. from the University of California, Santa Barbara.
RUSH, JOHN, DEP.LASD is a twenty year veteran of the L.A. Co Sheriff’s Department. He possesses a Bachelor’s Degree in communications and a Master’s in Public Administration. He has a broad experience base within law enforcement, including a Team Leader position with the Department’s School Liaison Program to the 25,000 student, Antelope Valley High School District. John was responsible for the coordination and training of that comprehensive and highly effective program, including a 14 deputy emergency response team.
INSTRUCTOR: DEP. BRIAN SHREVES, LASD: Brian is a fifteen year veteran with the Los Angeles County Sheriff's Department. He is currently assigned to a Headquarters Training unit where he is a California P.O.S.T. Certified instructor in multiple subjects. He has extensive experience with special projects responsible for a wide variety of imaginative special operations, including narcotics enforcement. He goes to extensive lengths to keep abreast in the latest drug trends. JOLYN J. SHREVES, CERTIFIED AT-RISK YOUTH INTERVENTION SPECIALIST: Jolyn has over ten years experience in the field family development assistance. She coordinated a parent and teen education program, supervising ten contract instructors. She trained new instructors as to curriculum and policies, developed and marketed new programs and instructed classes continuously. Jolyn has worked closely with the Probation Department, Courts the Department of Children and Family Services and was an active participant in the “Team Decision Making” (TDM) program.
Jolyn has received certificates from: Parent Project Inc., the Academy for Business and Career Development, the Los Angeles County Office of the District Attorney, the Los Angeles County Office of Education, the U.S. Department of Alcohol, Tobacco and Firearms, and the California Narcotics Officer Association, Her certificates cover such topics as: Changing Destructive Behavior, Student Attendance and Review Board (SARB), Street Gang Training, Drug Abuse Recognition and School Safety and Security.
LT RON SHREVES, LASD RET. retired from the Los Angeles County Sheriff’s Department in 2003 after thirty-three years service. He possesses a diverse law enforcement experience base with approximately two thirds of his career in assignments directly involved with investigative duties. His last assignment was as Commander of the Sheriff’s Lancaster Station Detective Bureau. Lt. Shreves currently serves as an instructor in the Administration of Justice Department at Antelope Valley Community College, Lancaster California, where he has taught for over twenty years. He lectures at law enforcement seminars around the country and is recognized nationally in the field of Police Special Ops.
SYLVIES, STEVE, SGT. LASD is currently a Sergeant with the Los Angeles County Sheriff's Department with numerous assignments during his Law Enforcement career. He is a recognized expert in the fields of narcotics, gangs, property crimes, crimes against persons and abatement/forfeitures involving narcotics sales.
Sgt. Sylvies has worked 2 long term Clandestine Storefront assignments, which resulted in the arrest and convictions of over 200 career criminals and the recovery of over a million dollars in stolen property. During both these operations, he worked as an undercover operative, team leader, and lead investigator. He has extensive training and experience regarding various undercover operations to include narcotic buys, vice operations, bait car stings, alcohol beverage control enforcement, reverse stings, surveillance and the tactical planning during each operation. He has been involved in excess of 800 successful undercover deals.
ROBIN WILFONG, DIRECTOR TACTICAL CRIME ANALYSIS UNIT, PINELLAS CO. SHERIFF’S OFFICE, Ret., Robin retired from Pinellas County in 2009 after over 30 of law enforcement service. She has extensive experience as a Crime Analyst, GIS Applications Specialist, and a Geographic Profiling Analyst. She served on the National Institute of Justice Roundtable on Evaluating Methodologies for Geographic Profiling. She is recognized nationally as an expert in her field and is asked to speak frequently for agencies and association across the U.S. and abroad.
